Why can't Microsoft Windows make stunning visual effects like Linux Compiz Fusion?

Vista has Aero but the truth is that Windows was the vision of Gates who is a hardware junkie — if you can’t afford the latest and greatest hardware you really don’t count with him. This means that Windows is by design a demanding and inefficient Operating System which makes HEAVY demands on your hardware. And of course it doesn’t do as much as Compiz.
They could, but what would be the point? Most people who use Linux don’t care about desktop effects and don’t use them. They contribute nothing to the usability or usefulness of the system, and just create more overhead. Because the components used in Linux are created mainly by hobbyists who can work on whatever they want, they can come up with flashy but pointless things like Compiz. Microsoft, on the other hand, may have more important things for it’s people to work on. They don’t waste time with nonsense any more than Apple does, because they are paying people to be productive and contribute value to the product.
People who say Windows "ripped off" Mac are just ignorant of history. There were many operating systems in the early days of PCs that all used similar visual metaphors because they were obvious solutions to needs in the user interface. The fact that we still use them proves this more than anything else.
well the reason why windows cant use the stunning visual effects like the other systems is because the original windows computer was a rip off of an older version of the mac and most of the programs and stuff is also a rip off of the early mac computers. well even though windows ripped off mac it kinda works in our favor since the two even now have allot of the same settings the people who write the programs for some of the best software have to change very little to nothing at all for the programs to work on both computers. some of the downfalls is that windows cant do allot of the effects that the others can do. if you were talking about diferent operating systems instead of different computers then the reason would be really simple… windows didn’t think to put it in
Software is available although not Compiz offers many similar features. Worth taking a look at is CubeDesktop

If you want the real thing you can install Linux inside Windows. I thoroughly recommend Linux Mint 9 LTS which is built upon Ubuntu 10.04 LTS its easy to install and easy to use plus it comes with much of the software you are likely to need preinstalled (including Compiz)

Linux Mint has a similar installer called mint4win (mint4win works the same as the Ubuntu Windows installer so the instructions outlined above are almost identical)

You download the ISO. image of Linux Mint 9 LTS then you need to create a Bootable LiveCD for installation

Linux Mint 9 LTS can also be run straight from the LiveCD from Boot without touching your Hard Drive
