There is: YUM for Linux, .tar.gz for Linux, and .rpm for other Linux. Will it make a difference if I download any one of those three?

You can use either the apt package or tarball (tar.gz)
I would update the Ubuntu. You won’t get the updates to all the other software. 9.04 has reached its end of life cycle. You want Synaptic to install Flash so that if there are any security or update patches those happen automatically.
Try opening a terminal and
sudo apt-get install flashplugin-installer
The first link explains how to install flash player in ubuntu It MIGHT work.
You will continue to have a lot of problems with ubunt 9.04 because it has reach the end of its support life. See the second link.
You should upgrade to a newer version of ubuntu. You can upgrade to 9.10 and then upgrade from 9.10 to 10.04. !0.04 will be supported until 2013.
Hello;
The YUM and the .rpm are made for different distros (I think). The tar.gz should work.
Best of luck,
