What benifit does a government have from using a Microsoft/Apple operating system over Linux/BSD?

im not asking for wich one is better/easier, lets just pretend that they are both just as easy and just as good as eachother

Almost all government agencies right now use a combination of Linux and Unix because they are open source and they use over 100 character password that make them Bullit Proof.
They are a lot harder to master but, Virtually incapable of hacking or cracking.
Microsoft has more applications and will require less training for the users as most users have a windows pc.
linux may be free but will cost you in the development of custom programs, user training and the administration of the servers.
linux is a nice idea but in most cases is only practical as a backend server that stores files or databases etc.
Just so you know Microsoft windows is LESS SECURE than Linux
Linux is fairly bullet proof and doesnt get viruses or hacked very offen!

Microsoft Windows is more secure, more familiar to users and more capable than most Linux/BSD implementations.
