Is it possible to reformat a Linux OS laptop to a Windows OS? I have an original Windows recovery CD and I am wondering if I can use it to reformat my laptop

Yes, you physically can, but unless the licence/product key hasn’t already been used on another machine you’ll have all sorts of issues with MS Updates and their "this is not genuine software" warnings as soon as you do anything that involves connecting the new machine to the internet…

Yes, if you have a Windows installation CD, you can erase your GNU/Linux installation and install Windows.
You cant format and install with a recovery CD.
Yes, the Windows installation process will ask you if you want to re-use the entire disk.
