My first thought was to say, "I’m not going to tell you which in my opinion is the best one. I’m just going to say that mandriva likes better hardware than I want to spend money on."
While generally true (though I could probably install it on this laptop if I didn’t want to work with Gentoo on it) that is unfair. Mandriva does demand good hardware. Gentoo, while highly demanding of your knowledge, doesn’t. Neither does Debian, also technically demanding, which is on my workhorse machine.
All of them have something to recommend them. If you don’t have much money, much knowledge of computers or much desire to learn about computers, Ubuntu is probably the one you should go with but the best OS is the OS which best meets YOUR needs, be it Windows, Mac OS, GNU/Linux or BSD.
I am not a native english spoken so I have to apologize if I am not so clear . I believe that is too much hard to say which is the best linux, because each one has been tailored to cover a special user needing, maybe security, low resources comsumption, easier installation, huge package availability, ms windows look and so on.
But I can say something about mandriva, is really easy to install for a beginner. It let to any new user begin to use and learn about linux, because beside of its easy installation menu, it is capable to detect and autoconfigure most of hardware available.
The open source and free software are a very wide world, and mandriva have one of the most greater collection of package available through their repositories to test or use which software is what you need or what you like.
Beside an easy installation, mandriva has several automated tools to configure your pc easier than many others, to me the easiest.
Mandriva hard to use in low resources pc ??, I am installing on a 400 mhz PII with 400 ram right now, and before over a 300 mhz PI with 230 ram. What is the secret around it ?, It is because, by default (but configurable since beginning) it use KDE desktop, that work and look like windows and install many features that use resources and could unuseful at the end, but step by step while you are learning about linux you will identify and decide which software and features could be deleted from the system becoming it lighter to run and powerful to use.
When you become an expert you could install as lighter or powerful as you want, text or graphical mode and choose only those packages and features you really need.
Hope it be helpful
