I have been reading a book and this was cited in it and that Mandrake root grew underneath the areas where men were hung?

Yes suposedly mandrakes are said to grow at cross-roads and under gallows. People in the middle agea would blow glass bubbles around mandrakes and dress them up and pretend that thae were babbies to ask them a question. Mandrake is super poisonious so don’t eat it. It was used in withches flying ointments along with belladonna. henbane, babby fat and other gross ingredients that I’m not going to mention
"Good" and "evil" are strictly subjective terms dependent on the experiences of the person and the philosophy followed. Since the root can not possibly "know" the person or other people around it, the answer would be no, an inanimate object can not tell you what is objectively evil.
Only politicians, marketing and religious people have the not-so-supernatural ability to point out what is objectively evil in the world.
