by default, i believe it comes with a GUI(gnome/kde), but like any linux OS, the GUI can be changed/removed to your liking.
you can always access the terminal(command prompt) from the GUI, or switch to one of the TTY consoles with ctl-alt-f1/f2/f3/f4/f5/f6. and ctl-alt-f7 to go back to GUI.

Sarge comes with Gnome which is a desktop environment. From the desktop environment you can do a lot of administrative tasks. Your question is ambiguous since with most flavours of linux you can admin them from a gui or from a shell. The Debian folks traditionally admin the system from a shell(command prompt). Other flavours of Linux like Ubuntu emphasize gui tools to admin the system.
