Given how widely supported open source OSs such as Linux are, why would you choose to use a NOS that requires high licensing fees?

Being "widely supported," may not be good enough for some business models.
They may need, "totally supported," so that if you have a situation that needs an immediate solution, you have some one to call upon, that is paid, on call and on staff rather than dive into a community pool and hope someone throws you a life preserver.
You don’t have time to mess around with that type of support if your business can crumble when technical problems arise.
An example would be Red Hat. You can get open source alternatives to Red Hat, but if you want unlimited access to services such as Red Hat Network and 24/7 support it needs to be commercial.
