How do I allow FULL access to an added user in Mandriva Linux?

1) I can’t CHMOD for my external HD via "root" it says that my HD is on read only access
2) "root" cannot use KDE and I prefer to use KDE than Gnome

1) It sounds like there’s an issue with how you’re mounting this external drive. Check your fstab/mtab and see if there’s a "ro" in there somewhere that is mounting it read-only.
2) You don’t need to run KDE as root. On Linux, the root account isn’t like an admin in Windows — it’s really all powerful and you can (and will eventually) break things running as root. Let this design work for you, not against you, and do your regular work as a normal user. When root privelages are required, you’ll be prompted for a password via a dialog in KDE or you can just "su" in a command window.
