How and what do I need to make my Linux Server network give access to MIcrosoft Windows PC on the network.?

Samba it what you need before now you could have used stable 3.0 series. Though, Samba 4.0 may still have some problems but it should be able to help you to interconnect Microsoft OS and Linux OS on a network and in some cases over a network outside of your LAN.

Define "communicate". Samba will give you access to shared files on the Windows PC. Cups can access its printer. What other kind of "communicate" did you have in mind?
