.. or authorize one etc? does one exist?
i heard some rumors of this a while back, but upon googling "open source windows" or "open source windows OS" , all i find is open source apps
i was told something like this existed but found it hard to believe, just based on how much he likes to go after linux users

As far as I know he has never given away software or allowed people to use software without payment . As a matter of fact he was one of the main people preaching that software has be payed for. See http://en.wikipedia.org/wiki/Bill_Gates under the BASIC section.

Microsoft hasn’t released an open-source version of Windows ever.
They’re closed source and proprietary all the way.
The closest thing to an open source version of Windows is ReactOS, and that is definitely not sponsored by Microsoft. It’s also completely unusable.
If you want an open source operating system, try a Linux distribution.
It sounds like you’re talking about Singularity.
There has never been a free open source Windows OS. You could be thinking of the Beta version of Windows 7 (the newest windows operating system), which is free to download and try for a few months. You might also be thinking of Linux, which is a free open sourced operating system.
